TPO and silicone solve different roof problems. TPO is a sheet membrane used to build or replace a low-slope roof system. Silicone is a liquid-applied restoration layer that may be installed over an existing roof when the membrane, insulation, deck, drainage, and adhesion conditions still qualify.

For an existing TPO roof, the useful question is not simply “Which material is better?” It is whether the current assembly is dry and sound enough to restore, or whether damaged areas—or the full system—need replacement first. That decision should come before product selection or a price comparison.

Start with the flat-roof qualification criteria and the silicone restoration scope if you are comparing an existing St. George roof rather than specifying a new assembly.

TPO replacement vs. silicone restoration

A TPO roof system

New TPO membrane is a reroofing or new-construction path. The scope can include the membrane, insulation, attachment, heat-welded seams, flashings, penetrations, edge details, and drainage corrections.

It is the stronger direction when the existing system has widespread wet insulation, failed substrate, structural movement, or damage that a surface restoration cannot correct.

Silicone over an existing roof

Silicone is a restoration path for a roof that still qualifies. The scope starts with moisture and condition checks, then cleaning, repairs, seam and penetration detailing, adhesion testing, any required primer, and coating at the specified coverage.

It does not replace wet insulation, repair a failed deck, or correct a drainage design by itself.

Can silicone coating go over TPO?

Sometimes—but “directly over TPO” is too broad to be a safe answer. GAF’s current aged-TPO restoration guidance says to qualify the roof first, identify and replace wet areas, clean the surface, conduct adhesion tests, determine whether primer is necessary, and detail seams, flashings, penetrations, and drains before applying the coating system.

Product compatibility is only one gate. The existing membrane must also be attached and stable, the assembly must be dry enough to restore, open seams and damaged areas need repair, and the chosen manufacturer’s specification has to match the roof. A successful test patch on a clean surface is more useful than a generic claim that every TPO roof can be coated.

What the qualification should include

  • Moisture: locate wet membrane, insulation, or substrate and define what must be removed.
  • Membrane condition: inspect open seams, punctures, shrinkage, surface wear, and attachment.
  • Drainage: document recurring ponding, drains, scuppers, and low areas instead of treating coating as a slope correction.
  • Details: inspect curbs, parapets, flashings, penetrations, transitions, and edge conditions.
  • Adhesion: clean the actual roof surface and test the specified coating system before finalizing primer and prep.
  • Specification: identify the product, repair method, coverage, thickness checks, and closeout requirements in writing.

How to compare two proposals

A low number is not automatically the better value, and a coating proposal is not comparable to a membrane replacement proposal unless both bidders explain what problem they are solving. Ask each contractor to put the following items in the scope:

  • areas of wet material or damaged membrane included for removal and replacement;
  • cleaning method and the condition required before adhesion testing;
  • seam, flashing, drain, curb, penetration, and edge-detail work;
  • the exact manufacturer system, primer decision, and test-patch result;
  • coverage or finished-thickness requirements and how they will be checked;
  • access, staging, occupied-building protection, cleanup, and weather limitations;
  • warranty issuer, exclusions, inspection requirements, and owner maintenance obligations.

On an existing TPO roof, a proposal that skips moisture, adhesion, and detail work is incomplete even if the coating product itself is compatible.

What matters in St. George

Southern Utah roofs see strong sun, hot surface conditions, windblown dust, and short periods of intense rainfall. Those conditions make surface cleaning, dry application windows, drainage observations, and penetration details especially important. They do not make every reflective membrane or coating perform the same way, and they do not prove a specific utility saving without building-level evidence.

For a sound existing TPO roof, restoration may avoid a larger tear-off scope. For a wet or failing assembly, replacement or targeted membrane work may be the honest answer. The roof condition—not a universal price, lifespan, or energy-savings claim—should decide the path.

Color, reflectivity, and HOA approval

White is the most reflective color in the current technical data for the silicone system commonly specified on these projects. The white formulation was tested at 85% solar reflectance and 88% thermal emittance. Those values should not be assigned to gray, tan, red, or other colors without separate test data. White is also the standard-value option; colored material typically costs more.

The most reflective option is not always the approvable option. Some HOAs restrict bright white on roof surfaces visible from streets, neighboring lots, or higher homes. Before ordering material, confirm the written color rule, whether the roof is considered visible, and whether the HOA requires a measured reflectivity result or only an approved color. Substrate and warranty requirements can narrow the color choice further.
